Sammy's happiness was something Dean was responsible for at such a young age but I don't believe their father didn't care. I am sure he did. As I replied above, John was traumatised and they were being played by angels and demons I cannot apply our world's standards to his parenting. His best was doomed to never be enough in their universe.
